that the ARC’s aircraft and electronics assets will be divided between the National Technical Research Organisation and the Indian Air Force Related News Plans have been firmed up to shut down the Aviation Research Centre (ARC) India’s premier imaging-intelligence organisation highly-placed government sources have told The Indian Express The plans backed by National Security Advisor Ajit Doval envisage that the ARC’s aircraft and electronics assets will be divided between the National Technical Research Organisation and the Indian Air Force The organisational restructuring is primarily meant to enhance intelligence-gathering on China’s military capacities in the Tibet plateau by integrating satellite-based data gathered by the NTRO with aircraft-based imaging conducted by the ARC NTRO’s imaging capacities sources said would be significantly enhanced by the acquisition of ARC electronic suites which are equipped with cloud-penetrating radar something the satellites it now operates do not possess Share This Article Related Article Flying from bases at Charbatia in Orissa Sarsawa in Uttar Pradesh Tinsukia in Assam and Palam in Delhi the ARC operates a fleet equipped with Russian IL-76s AN-32s General Dynamics Gulfstream IIIs and Global 5000 jets It is also equipped with Russian-manufactured Mi-17 and Indian-made Alouette II and III helicopters The organisation is largely staffed by officers on deputation from the armed forces There is little public domain data on the ARC’s technical capacities but the organisation is believed to have access to state-of-the-art equipment provided by the United States the result of an intelligence cooperation agreement that dates back to the 1962 war with China Beginning with the loan of a Helio Twin Courier turboprop from the United States that year the organisation played a key role in a secret partnership to monitor China’s nuclear tests at Lop Nor Intelligence professionals are divided on the development with some arguing that shutting down ARC could undermine the Research and Analysis Wing’s coverage of Chinese military infrastructure and capacities The ARC’s chief currently reports to the RAW chief who wields ex-officio responsibility over it as Director Security in the Cabinet Secretariat “The way things stand” said former ARC chief Amitabh Mathur “RAW is able to seamlessly have its needs met by the ARC I’m not sure the NTRO which is not directly accountable to the consumers of its intelligence will be quite as responsive” ARC insiders also claim handing over its air assets will also leave the élite Special Frontier Force — a special force also reporting to the RAW chief in his capacity as Director Security — without air assets under its direct control Following the Kargil war the Army had argued for control of the ARC’s air assets arguing that it failed to provide adequate warning on the build-up of Pakistani troops across the Line of Control However the ARC as well as RAW argued that they had indeed provided warnings the significance of which was misread by military commanders The K Subrahmanyam committee report into the Kargil war asserted that “no intelligence failures had been attributed on account of functioning of RAW and ARC However certain equipment inadequacies were highlighted such as satellite imagery and UAVs” Post-Kargil reforms later led to the formation of the NTRO along the lines of the United States’ National Security Agency to serve as a hub for technological innovation and ensure expensive electronic assets could be shared by various intelligence organisations In 2012 though the Naresh Chandra committee on national security reforms had recommended that the ARC be formally merged with RAW — a recommendation that emerged from complaints that the NTRO was not meeting its needs Early this year the government had appointed RAW veteran Alok Joshi to head the NTRO addressing complaints from the intelligence services that its technologist-dominated leadership was unresponsive to their needs The shutdown of the ARC is intended government sources said to be part of a broader package of reforms intended to make the NTRO more accountable to the end-users of its intelligence For all the latest India News download Indian Express App More Related NewsWritten by Neha Kulkarni | Mumbai | Published: April 28 2017 6:24 am Representational Image Top News MUMBAI WILL soon become the first city in the country to operate public buses without conductors The city is set to launch an intelligent transportation system (ITS) that involves smart card-based access for passengers and ticket vending machines The Brihanmumbai Electric Supply and Transport (BEST) undertaking will procure 50 air-conditioned mini-buses with a capacity of 29 (22 seats and 7 slots for standing passengers) each The vehicles will be taken on a wet lease and specific routes will be chalked out for them Commuters will have to produce a card or pass in front of a machine at the entrance “If the machine declines access entry would not be allowed We also aim to integrate cash or coin-operated ticket machines at the entry but that is at a planning stage” said BEST General Manager Jagdish Patil The buses would be smaller than the usual BEST buses and the now-discontinued AC buses They would be fitted with a technology to validate electronic wallets passes or RFID (Radio-Frequency IDentification) cards “Alongside the non-AC and other regular Volvo buses that BEST plans to procure on wet lease we will also introduce a proposal to procure buses with such new technology They will be equipped with ITS that specifically eliminates the need for conductors to issue tickets to passengers” said He added that the buses if inducted will run at a lower operational cost than the present fleet “They (the private operators) will allow buses to run at Rs 30 per km instead of Rs 50 per km that is the cost incurred by an ordinary bus It is likely to increase punctuality given that the buses will consume less space on the roads” he said The buses are expected to cost the undertaking Rs 25 crore For long the BEST has been facing difficulties in operational maintenance of AC buses because of higher fuel costs and poor response from commuters because of higher fares Last month the utility discontinued around 250 AC buses “A lot of commuters complained against scrapping of AC bus routes calling it a regressive step While the undertaking is not financially capable to buy the new buses we plan to take them on wet lease where the company will look after the maintenance and operational cost of the buses The vehicles will also serve the needs of commuters who prefer to travel in AC buses” Patil said He added that the BEST plans to save up on the operational cost of hiring employees cut down on travel costs and promote the utility’s plans of going ‘ticketless’ “We will be the first to have ITS-equipped buses that will simultaneously promote the idea of going ticketless It also saves our cost of ticket printing and adds value to our brand” Patil said “Only these buses will be fitted with ITS which means that there will be a need for conductors on other buses to be procured by the undertaking In no way will there be retrenchment of staff The move will also not affect future hiring of staff” he added Till last year the BEST needed to fill up posts of at least 300 conductors The undertaking withdrew the option of hiring more staff later as part of its cost-cutting measures For all the latest India News download Indian spokesperson C P Joshi said the Modi government in three years of being in power has put the agriculture sector in the “ICU” as it is gripped with widespread distress and farmers are committing suicide due to BJP’s anti-farmer policies and its “callous” approach He also dubbed as “farcical” the token fast by Madhya Pradesh Chief Minister Shivraj Singh Chouhan and accused him of wasting crores of taxpayers’ money “The farmers of the country have been mercilessly backstabbed by the callous and insensitive attitude of the BJP government “We as a responsible opposition will awaken the can take away the focus from BJP’s “sins against farmers” “Why is the prime minister of India silent on the shooting of farmers and the massive farmer strike which took place in BJP-ruled states” he asked The Congress leader also said that demonetisation has broken the cash-cycle the farmer had with the commission agents and it will take some time for things to normalise He said the BJP should first fulfil its primary promise of giving the farmers MSP plus 50 per cent of cost inputs as it promised in its manifesto ahead of the 2014 elections The Congress leader said if BJP had fulfilled this promise this distress situation would not have arisen He also criticised the Centre for leaving the farm loan waiver to the states and demanded that it should announce a uniform farm loan waiver from the Central funds to all states which are demanding the same Joshi posed a set of questions to the BJP which every farmer in the country was asking and said “Why should the farm loan waiver be left to state governments Why shouldn’t the Central government announce the loan waiver” He alleged the BJP-ruled government in Madhya Pradesh shot dead innocent farmers who were agitating for their promised rights Criticising zero import duty on foodgrains he alleged the nexus with food grain mafia is evident as reducing import duty has helped ease imports and farmers are not getting
